When structuring indicators you should consider that you can actually track qualitative stories from the people that you are designing for. It can be powerfull where it isn't possible or appropriate to capture hard numbers.
You will need a mix of indicators that measure borth how your intervention is being implemented as well as the progress being made in achieving short, medium and long-term outcomes. Try to find a balance between quantitative and qualitative measures of effectiveness. While quantitative metrics will enable you to track how you're doing against targets, qualitative feedback from users can offer much richer insights into how and why your solution is working or not working.
